The United States spends over $300 billion a year on basic research, making it a natural target for countries that seek to close technology gaps without having to invest time and money in R & D.

One must be effective at recognizing and addressing the threat to corporate critical information and cutting edge R & D. In order to accomplish this, partnerships must be developed between industry, academia, and government.
